(68) Piggy-backing on the success of Seth Rogan’s Judd Apatow collaborations, Observe and Report never quite finds the formula that made those films so charming. Major pacing problems plague a film that is already as bi-polar as its protagonist. While it’s far and away better than Paul Blart (09’s other mall cop movie), this picture can’t create a rhythm and leaves long, uneasy spaces between relatively solid laughs.
